Highway Construction Process in India: Step-by-Step Guide (2026)

Highway construction site in India with paving machinery

India has the second-largest road network in the world, and national highways form the backbone of this system. But have you ever wondered how a highway is actually built? From the first survey peg to the final blacktop, highway construction is a carefully sequenced engineering process. In this guide, the Kuberagroup team breaks down the highway construction process in India step by step.

Step 1 — Survey, DPR and Land Acquisition

Every highway project begins with a detailed project report (DPR). Survey teams map the alignment using GPS, total stations and drone surveys, while geotechnical investigation determines soil conditions along the route. The DPR includes traffic studies, cost estimates, environmental clearance requirements and utility shifting plans. Once approved — typically by NHAI or a state authority — land acquisition and utility diversion work begins.

Step 2 — Earthwork and Subgrade Preparation

With the right-of-way cleared, earthwork starts. The subgrade — the natural soil layer — is graded to the design level and compacted to achieve the required CBR (California Bearing Ratio) value. Borrow areas are surveyed for suitable fill material, and layer-by-layer compaction with rollers ensures the subgrade can carry pavement loads for decades.

Step 3 — Granular Sub-Base and Wet Mix Macadam

Above the subgrade, contractors place the granular sub-base (GSB) followed by Wet Mix Macadam (WMM) layers. GSB handles drainage and load distribution, while WMM provides a strong, uniform base. Each layer is spread by grader, moistened, compacted and tested for density before the next layer goes on. Thickness tolerances are strictly monitored — a weak base means a short-lived road.

Step 4 — Database Mix and Binder Course

The dense bituminous mix (DBM) layer is the workhorse of flexible pavements. Aggregates are heated in a batching plant, mixed with bitumen at precise temperatures and laid with a paver finisher. Modern projects increasingly use warm-mix asphalt (WMA) technology, which lowers mixing temperatures, reduces emissions and improves compaction — a practice Kuberagroup employs on our highway packages.

Step 5 — Binder Course, BC and Quality Testing

The final bituminous concrete (BC) wearing course gives the road its smooth finish. Throughout construction, laboratories test samples for marshall stability, flow, bitumen content, gradation, compaction and permeability. Any layer failing specifications is milled and relaid — quality is non-negotiable on national highways.

Step 6 — Ancillary Works and Handover

Highways are more than pavement. Culverts, drains, crash barriers, lane markings, signage, street lighting and service roads complete the package. After final inspection, as-built documentation and defect liability periods, the project is handed over to the authority. At Kuberagroup, our handover packages include full test records and maintenance manuals for asset owners.

How Long Does Highway Construction Take?

Timelines vary with terrain, land availability and package size. A typical 45-km greenfield highway package can take 18–30 months from award to handover. Experienced contractors with own machinery fleets — pavers, rollers, batching plants — consistently beat schedule targets by avoiding equipment waiting time.

Frequently Asked Questions

What are the main layers of a flexible highway pavement?

A flexible highway pavement typically consists of subgrade, granular sub-base (GSB), wet mix macadam (WMM), dense bituminous mix (DBM) and bituminous concrete (BC) wearing course, each built and tested layer by layer.

How long does it take to construct a highway in India?

A typical 45-km greenfield highway package takes 18 to 30 months from award to handover, depending on terrain, land acquisition and monsoon conditions.

What is warm-mix asphalt technology?

Warm-mix asphalt (WMA) lowers asphalt mixing and paving temperatures compared to traditional hot-mix, reducing emissions and fuel use while improving compaction — increasingly used on NHAI projects.
